American voters agree: Permitting reform that accelerates natural gas infrastructure is key to meeting demand and lowering energy costs

Since 2019, residential natural gas costs have surged 40%, not due to a lack of resources, but because of infrastructure bottlenecks that prevent abundant energy from reaching Americans who need it.

When outdated permitting rules delay energy infrastructure projects, America pays the price. In fact, 82% of voters say their energy and utility costs are increasing, with 65% citing energy affordability as a serious problem for their households.

Congress must pass lasting, bipartisan permitting reform to unlock our energy supply, lower consumer costs, and create new investment and jobs.

And Americans overwhelmingly agree. Two-thirds (66%) of voters support permitting reform for natural gas pipelines, understanding the need for more infrastructure to meet rising demand and bring down energy costs.

The opportunity is clear. The deadline is July. Now is the time for Congress to act.

If policymakers fail to pass permitting reform during this crucial window, they’ll need to explain why they didn’t address energy affordability, a top concern for American voters. The message from voters is clear: they want affordable, reliable energy, and they see permitting reform as part of the solution.

From Atlantic Council’s #GEF2026 to Capitol Hill, Partnership to Address Global Emissions was in the middle of last week's defining energy conversations. One idea kept surfacing in both: European and American energy security and cooperation require integration and infrastructure.

That argument anchors the Atlantic Council's new study, released this week at the Global Energy Forum. A more integrated European market means a stronger, more reliable partner for American supply. On the U.S. side of the Atlantic, the answer lies in new infrastructure and the ability to build again.

Earlier this month, the Atlantic Council released a paper with support from PAGE on long-term solutions for Central and Eastern Europe to further diversify its energy supply and insulate itself from market volatility.

America faces fundamental bottlenecks that lead to years of delay and cancellation of critical energy infrastructure projects—including natural gas pipelines—which increase costs for consumers while undermining U.S. energy security and economic competitiveness.

The bill delivers critical reforms with broad bipartisan backing in Congress and support from two-thirds (66%) of voters, according to a recent PAGE poll. By streamlining the Clean Water Act Section 401 certification process, enhancing permit certainty, strengthening judicial review, and modernizing NEPA, this legislation offers a clear pathway to improve our nation's outdated permitting processes, enabling us to build the infrastructure America needs.
