PAGE Applauds House Passage of SPEED Act, Urges Senate to Advance Comprehensive Permitting Reform

Comprehensive, Bipartisan Senate Permitting Legislation is Needed to Lower Energy Bills and Meet Rising Energy Demand

WASHINGTON (December 18, 2025) – Today, the Partnership to Address Global Emissions (PAGE) issued the below statement on the U.S. House of Representatives passing the Standardizing Permitting and Expediting Economic Development (SPEED) Act sponsored by House Natural Resources Committee Chairman Bruce Westerman (R-Ark.) and Congressman Jared Golden (D-Maine):

PAGE applauds the U.S. House of Representatives for passing the SPEED Act, an important step toward modernizing America's energy permitting process to deliver more affordable, reliable, and cleaner energy to consumers nationwide.

The House passage of the SPEED Act, alongside the PERMIT Act, the Improving Interagency Coordination for Pipeline Reviews Act, the ePermit Act, the Unlocking our Domestic LNG Potential Act of 2025, and the Studying NEPA’s Impact on Projects Act, demonstrates growing recognition that our nation's outdated permitting processes present a major obstacle preventing energy from reaching consumers who rely on it. The result is higher energy costs for American families and businesses, which will only be alleviated by accelerating infrastructure development through permitting reform.

"Now, the Senate must build on this momentum and advance comprehensive legislation that streamlines approvals for all types of energy infrastructure—including natural gas pipelines, transmission lines, and power generation—so we can meet our nation's growing energy needs."
