WASHINGTON (July 31, 2025) – Today, the Partnership to Address Global Emissions (PAGE) issued the below statement on permitting reform legislation introduced by House Natural Resources CommitteeChairman Bruce Westerman (R-Ark.) and Congressman Jared Golden (D-Maine).
PAGE applauds House Natural Resources CommitteeChairman Bruce Westerman (R-Ark.) and Congressman Jared Golden (D-Maine) for their bipartisan leadership in introducing the Securing Permitting for Energy and Enhancing Development (SPEED) Act in the U.S. House of Representatives.
The SPEED Act represents a pragmatic, bipartisan solution to one of America’s most pressing energy challenges: ensuring efficient, predictable permitting for all types of energy infrastructure. By streamlining federal review processes and promoting timely decision-making under the National Environmental Policy Act (NEPA), the legislation would help accelerate the buildout of energy infrastructure needed to lower energy costs, increase energy reliability, and reduce emissions.
Bipartisan leadership on permitting reform is essential to meeting a moment defined by a rapid increase in energy demand. The SPEED Act recognizes that America requires an all-of-the-above energy strategy—one that includes infrastructure such as natural gas pipelines, LNG export facilities and transmission lines – to ensure our national security and economic competitiveness.
PAGE looks forward to working with Congress to raise the urgency of comprehensive permitting reform to unlock all forms of energy and urges swift action on this commonsense legislation as a step in the right direction.
