U.S. Natural Gas Exports are a Win-Win for America and the World

PAGE Submits Public Comments on the Department of Energy’s 2024 LNG Export Study

WASHINGTON (March 20, 2025) – Today, the Partnership to Address Global Emissions (PAGE) issued the below statement following its submission of comments in response to the Department of Energy (DOE) 2024 study analyzing liquefied natural gas (LNG) exports.

PAGE supports the continued authorization of LNG exports to all countries, including countries with which the United States does not have a free trade agreement. We share the DOE’s view that there are a multitude of critical factors that determine whether authorizations of natural gas exports are in the public interest. However, it’s clear that the process initiated by the Biden Administration’s DOE to pause LNG export authorizations and study their impacts was not rooted in facts nor due process.

Former Secretary Jennifer Granholm’s statement on the 2024 study – which provides a negative outlook for increased U.S. LNG exports – is in conflict with the study’s substance and has contributed to misconceptions about U.S. LNG’s well-established economic and environmental benefits. Recent reports also indicate that the Biden Administration DOE shelved a completed study that was favorable to maintaining LNG exports in 2023, just months before pausing export authorizations on the grounds that they were not equipped with enough information.

In addition to some of the shelved 2023 and published 2024 studies’ own statistics and findings, numerous industry and independent studies, and data previously published by the U.S. government demonstrate that U.S. LNG exports meet the criteria the DOE uses to assess public interest. In fact, a recent study by S&P Global found that increasing U.S. LNG exports leads to 780 million tonnes of CO2e (GWP20) lower GHG emissions globally between 2028 and 2040 than would be the case if demand were met by the likely alternative sources, while contributing $1.3 trillion to U.S. GDP and an average of 495,000 jobs per year through 2040.

Exporting more U.S. LNG exports is a win-win for our country, its residents, our allies, and the climate. PAGE will continue to work with the current Secretary of Energy Chris Wright and Congress to ensure that the LNG export approval process is timely and properly considers U.S. LNG’s benefits to the public interest.
